Isn't the one-year buffer (2023 WC, 2024 Olympics) what has now been established by the switch?
Yes. I think they thought that the closer the events are together would increase stars' participation in the World Cup because you can also qualify for the Olympics based on World Cup performance. But it isn't quite working out that way.

By one-year buffer I meant a year BETWEEN events. Now they are back-to-back.
